For Terraform Errors, unable to find resource, do the below steps:

For some reason it detects the api method was modified outside the scripts... so we need to do the following when adding methods:

1. Delete the api endpoint resource

2. Create the resource manually 

3. Deploy API stage **very important** 

4. Run the deploy  

For PRESIGN UPLOAD we'll need to figure out another strategy because that resource can't be deleted, running deploy for pre sign upload will create another API and we don't want to go there 

Good thing is that presign/upload already has model
